Board Members

The Harriman Utility Board is directed by a board appointed by the City of Harriman, and professionally managed by the General Manager and their Staff.

Lonnie Wright
Chairman/Council

Mr. Wright is a graduate of South Harriman High School, the Castle Heights Military Academy, and the University of Tennessee.

He retired as the Plant Utilities Operation Manager at the Y-12 facility in Oak Ridge, and has served several terms on both the Harriman City School Board, and Harriman City Council. He was initially appointed to the Harriman Utility Board from 2005-2008, and has been serving his second term since 2016.

Mr. Wright is also an active member of Trenton Street Baptist Church.

Alicia Harris
Vice-Chair

Alicia Harris is a graduate of Harriman High School and has two Associate Degrees from Roane State Community College. Alicia has been an employee with the U.S. Department of Energy since 1985 in the Environmental Management Organization.

Alicia is a member of St. Mary’s Baptist Church in Harriman, TN and apart of the Helping Hands Ministry, that helps administer help to people within the community.

Alicia has served on the Harriman Housing Authority Board for over 15 years and a temporary assignment to the Harriman City Council.

Alicia enjoys the talent of writing dramatic plays for the community and singing in a gospel choir.

Charlie Jones
Board Member

Mr. Jones is a graduate of Roane County High School, and enlisted in the Army National Guard in 1981. He graduated from the U.S. Army Infantry School at Fort Benning, Georgia in 1982, and continued to serve with the Guard until 1991.

Charlie then opened the Harriman Sears store, focusing on providing quality service to his fellow citizens. Following the terrorist attacks in New York on September 11th, 2001, he once again volunteered, joining the Tennessee Air National Guard. Jones continues to serve with the 134th Air Refueling Wing, and has attained the rank of Technical Sergeant (E-6) leading Airmen responsible for vehicle maintenance.

In 2002, Mr. Jones’s store was awarded Sears’ National Customer Service Award, presented by Sears Holdings in Chicago, Illinois.

While serving within the TNARG, and serving the community as local businessman, Charlie has also sat on the board of the Roane County Chamber of Commerce, and was appointed to the Harriman Utility Board in 2015.

Charlie and his wife have two adult sons, both of who reside locally, and one of whom is also a local businessman. They are long-time, and active members of Liberty Baptist Church in Kingston.

Shawn Smith
Board Member

Shawn graduated from University of Tennessee at Chattanooga in 2004 with a Doctorate Degree in Physical Therapy. He started his career primarily treating spine conditions for Tennessee Orthopedics. During that time, he became a certified McKenzie practitioner in Mechanical Diagnosis and Treatment as well as a Certified Mulligan practitioner. In 2007, he began his next chapter of his career at NHC Farragut. After 8 years of service at Farragut, he felt the call to leave and become the Director of Rehab at NHC Oak Ridge. After 6 years as the DOR, he completed the Administrator in Training program to become a Nursing Home Administrator.

Shawn and his wife have three school aged children. He currently serves as Choir director at Riverside Baptist Church in Harriman. His other interest includes anything construction and rebuilding classic cars.

Jason Shillings
Board Member

Jason Shillings was born and raised in Harriman, graduating from Harriman High School in 1996. He has worked full time for the Harriman Housing Authority as their Maintenance Director for the past eight (8) years. He and wife Sonya of 26 years owned and operated the well-known Chuck’s Deli for eight years, taking over for Sonya’s parents who ran it for 33 years prior. He currently serves on the City of Harriman Beer Board. In his free time, Jason enjoys playing golf and spending time with his family including his daughter who attends school at the University of Tennessee at Chattanooga.

Jason was appointed to the Harriman Utility Board for his first term in 2022. He brings a unique perspective to our Board as he can speak on behalf of one of our largest customers (Harriman Housing Authority).
